Interlibrary Loan Policy


Definition of Interlibrary Loan
As defined by the Interlibrary Loan Code for the United States, "Interlibrary loan is the process by which a library requests material from, or supplies material to, another library. The purpose of interlibrary loan as defined by this code is to obtain, upon request of a library user, material not available in the user's local library."

Borrowing Policy

Who’s Eligible?
Interlibrary loan (ILL) is available for all students, faculty, and staff of Ohio Mid-Western College. Alumni and members of the general public are not permitted to use this service but should submit requests through their local public library.

Types of Materials
The Founders Library will attempt to borrow any item that is requested. However, we will not request items already owned by the Founders Library, required class textbooks, or downloadable materials. It also should be noted that reference books, audio/visual materials, periodicals, rare books, theses, and dissertations are not generally available through ILL.

When
Requests should be made at least two weeks before materials are needed as it can take some time for requests to be filled.  

Notification
When an ILL item arrives, you will be notified by either email or phone. Indicate which you prefer when placing the request.

Fees
ILL items will be acquired at no cost to the patron. However, if the only available copy is from a library that charges a fee, the patron will be responsible for paying that fee. Patron approval will be sought before the request is completed in such cases.

Loan Periods/Renewals
Loan periods are determined by the lending library. Renewals must be requested at least three days before the due date. Renewals are not guaranteed as some libraries do not allow renewals. Any book lost or damaged while in your possession will be charged to your account for replacement costs. All ILL items must be returned by the due date to the circulation desk. Please leave the book band attached.

Lending Policy
The Founders Library at Ohio Mid-Western College (OCLC symbol OMWCS) is a member of LVIS and Southwest Ohio and Neighboring Libraries consortiums.  Any library statewide, nationally, or internationally may borrow circulating materials from the Founders Library.

How to Request Items
We accept requests that are submitted through OCLC (preferred method) or by ALA forms submitted via mail or fax. We do not accept requests by phone or email.

What We Charge
We do not charge libraries in the state of Ohio, members of LVIS or SWON, libraries with whom we have formal reciprocal agreements, and libraries who indicate in their request that they do not charge for lending.
For all other libraries, charges are as follows:

Loans: $15 IFM per loan
            $25 IFM for international libraries

Copies:$15 IFM  per article (copies of no more than 50 pages of one work)
             $25 IFM for international libraries

We prefer to use IFM through OCLC, but we will send an invoice to U.S. libraries with the shipped material when necessary.

Loan Periods
All items have a loan period of 28 days from date of receipt. Two weeks travel time each way is already included in our due date calculations.
One renewal of 4 additional weeks may be granted provided the materials are not on hold for another patron or recalled. Renewal requests must be submitted at least 3 days before the due date.

Overdue & Damaged Items
Items lost, damaged, or more than 45 days overdue will incur replacement fees plus a $20 processing fee. Borrowing libraries may have their borrowing privileges revoked if they have a large number of overdue or lost books.

Photocopies
Photocopies do not need to be returned.

COPYRIGHT:
The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specific conditions is that the photocopy or reproduction is not to be "used for any purposes other than private study, scholarship, or research". If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of "fair use," that user may be liable for copyright infringement. This institution reserves the right to refuse to accept a copying order if, in its judgment, fulfillment of the order would violate copyright law.
